第一條 國立成功大學計算機與網路中心(以下簡稱本中心)為辦理教師升等之申請、推薦及審查,特依據本校教師升等辦法,訂定本辦法。

Article 1.         In order to process the application, recommendation, and review concerning faculty promotion, the Computer and Network Center (hereinafter referred to as the “Center”) hereby establishes these Regulations in accordance with the NCKU Regulations for Faculty Promotion.

第二條 本中心教師申請升等,所應具備之條件、所提之著作、服務年資之計算、及本中心每年可推薦升等之各級教師人數之上限,均應符合本校升等辦法之規定。本辦法所未盡事宜,悉依本校升等辦法規定辦理。

Article 2.          The qualifications, academic publications, service seniority, and a limited amount of faculty recommendable for annual promotion required by the Center for faculty promotion shall satisfy the requirements under the NCKU Regulations for Faculty Promotion. Any matters not covered herein shall be implemented in accordance with the NCKU Regulations for Faculty Promotion.

第三條 本中心教師升等之初審,由本中心教師評審委員會辦理。初審通過後,送電機資訊學院教師評審委員會辦理複審。本中心教師評審委員會設置要點,另訂之。

Article 3.          The preliminary review on any of the Center's faculty promotion applications shall be carried out by the faculty evaluation committee of the Center. Upon approval by the preliminary review, the application shall be sent to the faculty evaluation committee of the College of Electrical Engineering and Computer Science for a secondary review. The guidelines of the Center’s Faculty Evaluation Committee shall be stipulated separately.

第四條     本中心審核教師升等,應就申請人之品德、操守及自取得現職職位後之教學、研究及服務與輔導之實際績效審慎考評(考評參考細目表如附件)。教學、研究、服務與輔導等項目之權重比例,分為下列各組:

A組:教學(40%)、研究(40%)、服務與輔導(20%)。

B組:教學(30%)、研究(30%)、服務與輔導(40%)。

C組:教學(20%)、研究(40%)、服務與輔導(40%)。

D組:教學(40%)、研究(20%)、服務與輔導(40%)。

    申請人應於申請升等三年前,以書面擇定組別,如未擇定者,則以A組進行考評;如於擇定後欲變更組別者,須經本中心主任書面同意後,始得為之。

    本中心教師以技術或實務研發成果送審時,外審意見表(甲表、乙表)得參照本校技術報告類外審意見表。

Article 4.          When reviewing the faculty promotion applications, the Center shall evaluate the applicants in terms of their moral, ethical conduct and performance in teaching, research, and service and counseling since their employment or promotion to their current rank (see the attachment hereto and the evaluation criteria for reference). The scale of each indicator, namely teaching, research, service, and counseling, etc., are categorized into the following groups:

Group A: teaching (40%), research (40%), service and counseling (20%)

Group B: teaching (30%), research (30%), service and counseling (40%)

Group C: teaching (20%), research (40%), service and counseling (40%)

Group D: teaching (40%), research (20%), service and counseling (40%)

The applicant shall decide the group he/she desired in written form 3 years before the promotion application. Otherwise, the evaluation will be based on the scale of Group A. Where the applicant wishes to change the group afterward, such change can only be allowed upon written consent given by the Director of the Center.

In case the submissions include technologies or practical R&D results generated by the Center’s faculty, the external review comment form (Form A/Form B) shall follow NCKU’s external review comment form for technical reports.

第五條 申請人教學、研究、服務與輔導三項之平均分數各均須達七十分(含)以上,且評分達七十分以上之委員須達出席委員半數以上,始得進行升等之投票,投票經出席委員三分之二(含)以上同意者獲得推薦。

Article 5.          The votes for promotion may be cast only when the applicant receives an average score of 70 and above for each of the three indicators - teaching, research, and service and counseling, and members that score 70 or above should exceed half and above of the present members. Then, the applicant is recommendable only upon approval of no less than two-thirds of the present members.

第六條 申請升等之教師應於每年五月三十一日以前向本中心提出。若申請升等之教師,為八十五年八月一日以後新聘助理教授、講師於到職以後尚未通過升等者或以博士學位申請升等講師、助理教授者,得於前一年十二月三十一日前,向本中心提出。

Article 6.          Faculty members who are willing to apply for promotion shall file the application with the Center by May 31 of each year. Where the faculty member who applies for promotion serves as an assistant professor and lecturer employed after August 1, 1996, but has not yet passed the promotion after employment, or where the faculty member applies for promotion to the position of lecturer and assistant professor based on a doctoral degree, the application shall be filed with the Center by December 31 of the previous year.

第七條 初審未通過者,中心教師評審委員會應敘明理由。申請升等之教師對初審結果不服者,得向電機資訊學院教師評審委員會提出申復。

Article 7.          Where the promotion application is rejected upon the preliminary review, the faculty evaluation committee of the Center shall state the relevant reasons. An applicant who disagrees with the preliminary review result shall submit a written appeal to the faculty evaluation committee of the College of Electrical Engineering and Computer Science.

第八條 本辦法經本中心教師評審委員會議通過後,報請電機資訊學院院長轉校教師評審委員會核備後實施,修正時亦同。

Article 8.          The Regulations shall be implemented upon approval for reference by the NCKU Faculty Evaluation Committee via the Dean of the College of Electrical Engineering and Computer Science, after the Regulations are approved by the faculty evaluation committee of the Center with a discussion. The same shall apply where the Regulations are amended.

4.學術專書、技術專書或報告、專利、學術會議論文和其他與研究領域相關之著作。

5.資訊相關之專業檢定合格證書(照)。

6.開發校務資訊系統及其實作成果等技術報告。

7.其他有助於受評者研究評量之證明。

服務與輔導考評參考項目:

1.擔任中心主管或中心專案經理。

2.擔任學術期刊之主編或編輯委員。

3.擔任科技部複審委員。

4.擔任學會之理事長或理監事。

5.協助中心舉辦國際性或校內外之研討會。

6.中心大型服務項目之規劃與推動。

7.爭取大型之計畫案或研討會。

8.開發校務資訊系統或管理大型主機等。

9.主持本中心相關資訊認證中心之業務者。

10.推動中心相關服務通過認證者。

11.對學校有特殊貢獻並獲學校所頒發之敘獎者。

12.其他有助於受評者服務評量之證明。

Faculty Evaluation Criteria for the Computer and Network Center of National Cheng Kung University

Amended and approved by the Faculty Evaluation Committee of the Computer and Network Committee on October 31, 2012, and approved for reference by the Faculty Evaluation Committee of NCKU on July 24, 2013

Amended and approved by the Faculty Evaluation Committee of the Computer and Network Committee on May 2, 2017, and approved for reference by the Faculty Evaluation Committee of NCKU on June 20, 2017

(1) Evaluation criteria for teaching:

1. Curriculum: Including the number of academic subjects, number of credits, teaching hours, number of registered students, course outline, and teaching materials, et al.

2. Thesis guidance (including the number of students).

3. Teaching evaluation and outstanding teaching excellence awards.

4. The offering of continuing education programs for the Center.

5. Other proofs that benefit the teaching evaluation on the reviewee.

(2) Evaluation criteria for research:

1. Published or accepted journals and papers.

2. Served as principal investigator of any research project funded by the Ministry of Science and Technology.

3. Served as principal investigator of any research project funded by any institutions other than the Ministry of Science and Technology, and contracted by other institutions.

4. Academic publications, technical publications or reports, patents, academic conference papers, and other works related to the research area.

5. IT-related professional qualification certificates (licenses).

6. Development of school information systems, and technical reports with implementation results.

7. Other proofs that benefit the research evaluation on the reviewee.

(3) Evaluation criteria for service and counseling:

1. Served as the Center’s director or project manager.

2. Served as the chief editor or an editorial board member of some academic journals.

3. Served as the evaluation committee member of the Ministry of Science and Technology.

4. Served as the chairman or director/supervisor of some academic society.

5. Helped the Center to hold international or intra-school/inter-school conferences.

6. Planned and boosted large-scale service projects for the Center.

7. Strove for large-scale projects or conferences.

8. Developed school information systems or managed large-scale hosts, et al.

9. In charge of the Center’s affairs about information certification.

10. Passed the certificate by boosting the Center’s related services.

11. Made special contributions to the school and was awarded by the school.

12. Other proofs that benefit the service evaluation on the reviewee.
