一、 國立成功大學(以下簡稱本校)為確保人類研究倫理治理架構切合本校與南區研究倫理聯盟成員之研究需求,擬訂推動研究倫理方針,維護研究參與者權益,接受相關研究社群之建議,特依本校人類研究倫理治理架構暫行辦法設立人類研究倫理諮議委員會(以下簡稱本會),並訂定本校人類研究倫理諮議委員會設置要點(以下簡稱本要點)。

1.      National Cheng Kung University (hereinafter the “University”) has established the Human Research Ethics Advisory Committee (hereinafter the “Committee
) in accordance with the Provisional Regulations of Governance Framework for Human Research Ethics and these Guidelines for Establishment of Human Research Ethics Advisory Committee of the University (hereinafter these “Guidelines”) in order to ensure that the human research ethics governance framework is consistent with the research requirements of the University and the members of Taiwan Southern Consortium of Universities for Human Research Ethics, to establish and promote research ethics guidelines, to protect the interest of the research participants and to accept recommendations from the relevant research communities.

二、 本會任務如下:

(一)          提供有效落實人類研究倫理治理架構之諮詢與建議。

(二)          提供人類研究倫理政策與規範之諮詢與建議。

(三)          評估人類研究倫理治理架構之施行成效。

(四)          評估對於研究權益相關人員辦理教育訓練之適切性與成效,並提供改進方向與建議。

(五)         其他人類研究倫理之方向與政策相關建議事宜。

2.      The Committee has the following missions:

(1)   Provide advice and recommendation about effective implementation of human research ethics governance framework.

(2)   Provide advice and recommendation about human research ethics policies and norms.

(3)   Evaluate performance results of the human research ethics governance framework.

(4)   Evaluate the suitability and results of educational training for research interest related staff and provide improvement directions and recommendations.

(5)   Other recommendation matters related to the directions and policies of human research ethics.

三、 本會置召集人一人,由校長兼任之;置執行秘書一人,由人文社會科學中心中心主任兼任之;置委員若干人,任期二年,由下列人員組成之:

(一)          當然委員:校長、人文社會科學中心中心主任、研發長、本校研究倫理審查委員會主任委員、副主任委員及該會執行秘書。

(二)          推選委員:包括教師委員與學生委員,總人數為前款當然委員實際人數加一至二人。

1.         本校教師委員:由人文社會科學中心中心主任自本校從事人類研究且關注研究倫理議題之非兼任行政職務教師當中,薦請校長聘任之,得連聘連任。

2.        校外教師委員:由人文社會科學中心中心主任自任職於南區研究倫理聯盟成員學校、從事人類研究且關注研究倫理議題之非兼任行政職務教師當中,薦請校長聘任之,得連聘連任;其人數應佔校內外教師委員總數至少五分之二以上。

3.         學生委員:本校碩士班與博士班研究生各一人,現階段由學生事務處推薦,得連聘連任。

3.      The Committee has one Convenor, to be served by the President of the University, and one Executive Secretary, to be served by the Director of the Research Center for Humanities and Social Sciences. There are several members, serving terms of 2 years, to be composed of the following staff:

(1)   Ex-officio members: President of the University, Director of the Research Center for Humanities and Social Sciences, Director of the Office of Research and Development, Chair, Deputy Chair and Executive Secretary of the Research Ethics Review Committee of the University.

(2)   Elected members: Including teacher members and student members, the total number of members shall be the actual number of ex-officio members plus 1 to 2 persons.

i.          Teacher members inside the University: The Director of the Research Center of Humanities and Social Sciences shall recommend the President of the University to hire the candidates from among teachers of the University who are engaged in human research, focus on research ethics issues and do not serve as administrative staff. The term may be renewed upon expiry.

ii.        Teacher members outside the University: The Director of the Research Center of Humanities and Social Sciences shall recommend the President of the University to hire the candidates from among teachers of member schools of Taiwan Southern Consortium of Universities for Human Research Ethics who are engaged in human research, focus on research ethics issues and do not serve as administrative staff.  The term may be renewed upon expiry.  The number of members shall represent at least 2/5 of all teacher members from inside and outside the University.

iii.      Student members: At the current stage, The Office of Student Affairs shall recommend one master student and one doctoral student from the University. The term may be renewed upon expiry.

四、 本會委員任期中如因故無法或不能擔任委員職務時,得另行推選遞補,其任期以補足所遺任期為限。

4.      If any member of the Committee cannot or is unable to perform the members’ duties during the term due to any reason, he/she may be replaced by another elected member to serve the remaining term of the replaced member.

五、 本會每年至少開會一次,必要時得召開臨時會議,均由召集人召集並主持,召集人不克出席時,由指定出席委員一人擔任。

5.      The Committee shall meet at least once every year and extraordinary meetings may be held as required. Meetings shall be covened and chaired by the Convenor. If the Convenor cannot attend the meeting, he/she may appoint one attending member to act on his/her behalf.

六、 本會開會時,得視需要邀請相關研究領域之專家或研究權益相關團體之代表列席。

6.      During meetings of the Committee, experts of relevant research fields or representatives of research interest related organizations may be invited to attend the meeting as required.

七、 本會之決議,以過半數委員之出席,出席委員過半數之同意行之。

7.      Resolutions of the Committee shall be approved by the majority of members attending a meeting that is attended by the majority of all members.

八、 本會委員為無給職,但非由本校人員兼任者,得依規定支給出席費及交通費。

8.      There is no remuneration for members of the Committee. However, members who are not staff of the University may be paid attendance fee and transportation fee.

九、 本要點經行政會議通過後實施,修正時亦同。

9.      These Guidelines, including any amendment hereto, are implemented following approval by the Administrative Meeting.
