一、國立成功大學(以下簡稱本校)為充分發揮校園網路支援教學、行政及研究學習之功能並規範網路使用者應遵循之事項,依「教育部校園網路使用規範」及「臺灣學術網路管理規範」,訂定本規範。

I.  In order to make the best use of campus network to support teaching, administration, and educational purposes, and to regulate the matters that network users of National Cheng Kung University campus networks (hereinafter referred to as “the University”) should follow according to the Campus Network User Directions and Taiwan Academic Network Management Directions promulgated by the Ministry of Education.

二、凡使用本校校園網路者,(以下簡稱使用者)皆應遵守本規範,包括宿舍及校外遠端連線。

II. All users of the University’s campus network shall follow the regulation below, including the dormitories and remote connections outside campus.

三、使用者應尊重智慧財產權,不得為下列侵害智慧財產權之行為:

III. Network users shall obey intellectual property rights and may not conduct any of the following :

(一)使用未經授權之電腦程式。
(1) Use unauthorized computer programs;
(二)未獲授權,下載或重製受著作權法保護之著作。
(2) Download or copy publications protected by the Copyright Act without authorization;
(三)未經著作權人之同意,將受保護之著作公開於網路上。
(3) Upload protected publications onto the Internet without approval from the copyright owner;
(四)任意轉載電子佈告欄或其他線上討論區之文章。
(4) Unauthorized transfer of articles from electronic bulletin boards or other online forums
(五)其他可能涉及侵害智慧財產權爭議之行為。
(5) Acts that involve disputes over violation of intellectual property rights.

四、使用者不得為下列行為:

IV. Network users may not do any of the following:

(一)非法使用他人帳號密碼、破解使用電腦之保護措施或利用電腦系統之漏洞,入侵他人之電腦或其相關設備。
(1) Illegal use of others’ account and password, cracking protective measures of computers, or gaining unauthorized access to the computer system through its program vulnerabilities in order to invade others’ computers or its related equipment;
(二)非法取得、刪除或變更他人電腦或其相關設備之電磁紀錄。
(2) Illegal acquisition, deletion or alteration of electromagnetic records in others’ computers or its related equipment;
(三)非法以電腦程式或其他電磁方式干擾他人電腦或其相關設備。
(3) Illegal interference with other peoples’ computers or related equipment through the use of computer programs or other electromagnetic means;
(四)以任何方式濫用網路資源,大量傳送電子垃圾郵件或類似資訊,及其他影響本校校園網路系統正常運作之行為。
(4) Abuse of network resources in any way, mass transmission of E-mail spam or similar information, and other acts that affect the normal operation of the University's network systems on campus;
(五)以電子郵件、線上談話、電子佈告欄或其他類似功能之方法,從事散布謠言、詐欺、誹謗、侮辱、猥褻、騷擾、威脅或其他違反社會善良風俗之資訊。
(5) Spreading rumors, fraudulent, defaming, insulting, obscene, harassing, or threatening messages or other information that violates good social customs through E-mails, online chatting, electronic bulletin boards, or other ways with similar features;
(六)其他不符校園網路設置目的之行為。
(6) Other acts that are inconsistent with the purpose of the campus network setup.

五、本校為執行本規範之內容,有關網路管理之分工及管理事項如下:

V. To put these Regulations into practice, network management division of labor and management matters regarding the networks are described as the following:

(一)各單位內部之網路,由該單位管理。單位內部網路位址之分配與使用應建立管理機制。

 (1) The internal network of each unit shall be managed by the unit. Management mechanism shall be established for the allocation and use of the unit’s internal web address.

(二)全校對外網路及連接各單位之骨幹網路,由計算機與網路中心管理。

(2) The extranet network of the University and the backbone network that connects each units are managed by the Computer and Network Center.

(三)學生宿舍除遵循本規範外,另依本校學生宿舍網路管理要點規定管理。

(3) In addition to these Regulations, Student dormitories shall also be managed by “Network Management Key Point Regulation Management of Student Dormitories” of the University.

(四)為網路資源之妥善分配,管理單位得對網路流量做適當區隔與管控。

(4) In order to distribute network resources properly, the management unit may apply suitable segment and control over the data.

(五)電子佈告欄及網站應設置專人負責管理、維護。違反網站使用規則者,負責人得刪除其文章或暫停其使用。情節重大、違反校規或法令者,應轉請本校相關單位處置。

 (5) Personnel shall be specially assigned to take charge of management and maintenance of the electronic bulletin board and website. Ones who violate website usage rules should delete their articles or suspend their use. Under severe circumstances or violation of the school rules or laws, relevant units of the University should deal with it.

(六)使用者若發現系統安全有任何缺陷或漏洞,應儘速通知管理單位處理。

(6) If users find any defect or flaws of the system security, they shall notify the management unit as soon as possible.

 

六、為有效管理校園網路、維護資訊系統安全及配合司法調查,本校得依個人資料保護法及其他相關法令規定,蒐集、處理及利用使用者之個人資料。

VI. In order to manage the campus networks effectively, maintain the security of the information system and cooperate with judicial investigations, the University may collect, process and use the personal data of users in accordance with the Personal Data Protection Act and other relevant laws and regulations.

七、使用者違反本規範、影響網路正常運作、無故占用大量網路資源或流量異常時,處置如下:

VII. When a user violates these Regulations, affect the normal operation of the network, or occupies a large amount of network resources for no reason, or has abnormal traffic will be punished by the punishments below:

(一)暫時停止其使用網路資源之權利至改善為止。
(1) Be deprived of the right of network resources usage temporarily until improvement is made;
(二)依校規及相關獎懲辦法查處。
(2) Punishments shall be imposed according to the University’s school rules and related regulations of awards and penalties.

八、本規範經行政會議通過後實施,修正時亦同。

VIII. These Regulations shall be enforced through the approval through the Administrative Meeting. The same shall apply to the revisions hereof.
