第一條 本議事規則依據大學法第十五條暨本校組織規程第十六條之規定訂定之。 Article 1 The procedural Regulations are enacted according to Article 15 of the University Act and Article 16 of the NCKU Organizational Regulations.
第二條 校務會議(以下簡稱本會)依本校組織規程第十四條之規定組成之。 Article 2 The University Council (hereinafter “the Council”) shall be established according to Article 14 of the NCKU Organizational Regulations.
第三條 本會之代表,各學院應選出學術或行政主管與教師代表,由秘書室依據各學院教師人數,按比例分配各學院名額,再由各該學院依據自訂之校務會議代表推選辦法產生。 不屬於學院之代表按前項比例分配名額,由教務處就不屬學院之各單位全體教師選舉產生。 前項比例分配名額,如不足四人時,以四人計。比例分配遇有畸零時按四捨五入方式計算之。 本會之助教、研究人員、職員及校聘人員、工友、大學部學生代表及研究生代表分別經推選產生。 Article 3 Representative members for the Council shall be elected according to the following procedures: Each college shall first elect academic or administrative managers and teacher representatives before the Office of the Secretariat rations a candidate quota to each college according to the number of teachers in each college; representatives of the Council shall then be elected according to each college’s regulations on University Council representative elections. Representatives who do not belong to any college shall be elected among those teachers by the Office of Academic Affairs according to the proportional quota stipulated in the preceding paragraph. If the quota yields fewer than four seats, the quota shall be four seats. If the proportion allocation results in a non-integer number, the number shall be rounded. Assistants, research fellows, employees, school faculty members, janitors, and undergraduate and graduate student representatives affiliated with the Council shall be selected following relevant procedures.
第四條 本會代表除本校組織規程第十四條規定之單位主管外,其任期一年,連選得連任。 Article 4 Except for the unit managers stated in Article 14 of the NCKU Organizational Regulations, all representatives at the Council shall serve one-year terms and may be reelected for consecutive terms.
第五條 本會審議事項如下: 一、校務發展計畫及預算。 二、本大學組織規程、各單位設置辦法及各種重要章則。 三、學院、學系、研究所、及其他單位之設立、變更與停辦。 四、教務、學生事務、總務、研究發展及其他校內重要事項。 五、有關教學評鑑辦法之研議。 六、本會所設委員會或專案小組決議事項。 七、會議提案及校長提議事項。 Article 5 The Council shall review the following matters and issues: 1. Development plans and budgets of the University’s affairs. 2. Organizational regulations of the University, regulations for establishing all units, and various important rules. 3. The establishment, alteration, and suspension of colleges, departments, graduate institutes, and other units. 4. Academic affairs, student affairs, general affairs, research and development, and other important internal affairs. 5. Methods of teaching evaluation. 6. Decisions of committees or task forces established by the Council. 7. Resolutions of the meeting and suggestions of the President.
第六條 本會由校長召開,每學期至少召開一次;經本會全體應出席代表五分之一以上請求召開臨時校務會議時,校長應於十五日內召開之。 Article 6 The Council shall be convened by the President at least once a semester. Upon a request for an interim council with the consent by more than one-fifth of members who are obliged to attend the Council, the President shall convene such an interim council within 15 days.
第七條 本會因事實需要,得邀請或指定其他單位主管或相關人員列席。 Article 7 Other unit managers or relevant persons may be invited or appointed to attend the Council if deemed necessary.
第八條 本會開會時校長為主席,校長因故不能出席時,由校長就本會代表中商請一人代理主席。 Article 8 The President of the University shall serve as the chair of the Council. If the President cannot preside over the Council, he/she may appoint a proxy from the representatives attending the Council to serve as the chair.
第九條 本會代表應親自出席會議,因故不能出席時,除當然代表得委託其職務代理人出席者外,其餘代表得以書面委託原推選單位之成員代為出席,並享有會議代表的權利及義務。非本會代表始得受委託為代理人,每位並以代理一人為限。 本會代表在任期中因故無法或不能擔任代表職務時,由秘書室通知原推選單位,推舉代表遞補,其任期以補足所遺任期為限。 本會代表除已依規定請假或委託他人代理出席者外,無正當理由兩次不出席者,視為無法擔任代表,由秘書室依前項規定辦理。 Article 9 Representatives shall attend the Council in person. If they cannot attend the Council, an apparent representative may delegate attendance to his/her proxy; other representatives may delegate attendance in writing to members of the original group from which such representatives were elected. The proxy representatives shall have the same rights and obligations as the Council representatives. Only a non-Council representative may serve as a proxy, and each representative may only be the proxy for one person. If a Council representative cannot or is unwilling to continue serving his/her duty, the Office of the Secretariat shall notify the original group or unit from which that representative was elected to elect a successor, who shall only serve the remaining term. Representatives are considered unable to continue serving as representatives if they fail to attend a Council twice without proper cause, which shall be handled by the Office of the Secretariat according to the preceding paragraph, except when such representatives have applied for leave or delegated their attendance to proxies according to regulations.
第十條 本會非有應出席代表過半數之出席,不得開議。 前項應出席代表人數,以本會全體代表總額減除因公假、差假、上課或因病請假,且未委託他人代理出席之代表人數計算之。 Article 10 The Council shall not commence without more than half of the representatives attending a Council that they should attend. The number of representatives who should attend the Council, as stated in the preceding paragraph, is calculated using the total representatives minus the number of representatives not present because of statutory leave, business leave, teaching, or sick leave, or who have not delegated their attendance to proxies.
第十一條 本會提案如下: 一、校長交議事項。 二、各院所系與一級行政單位提案事項。 三、本會各委員會之提案。 四、本會代表五人以上連署之提案事項。 前項各款提案,除校長交議事項者外,應先交由校務發展委員會就程序事項預為審查(如提案內容是否屬本會審議範圍、提案程序是否完備或內容有無與其他法規相衝突等)後始提會討論;審查不通過者,由主任秘書於會議中提出說明。若有異議時,經出席代表參加表決過半數同意後,列入議程討論。 Article 11 The following types of proposals may be considered at the Council: 1. Issues proposed by the President for further discussion and resolution. 2. Issues proposed by colleges, graduate schools, departments, and first-tier administrative units. 3. Issues proposed by all committees under the Council. 4. Issues proposed by representatives with at least five signatures. Except for issues proposed by the President, all other proposals in the preceding paragraph shall be submitted to the University Affairs Development Committee for procedural review (such as a review of whether the content of the proposal falls within the scope of review by the Council, the soundness of the proposal procedure, or whether the content of the proposal conflicts with other regulations) before being referred to the Council for discussion. If the proposal fails to pass the review, the Secretariat General shall explain the reason for its failure during the Council. In the case of disagreement, proposals may be listed on the agenda if such proposals receive more than half the votes from the attending representatives.
第十一條之一 本會得視議案複雜情形,由主席裁示,組成專案小組,討論分析後,提出具體建議,提交本會審議。 Article 11-1 Depending on the proposal’s level of complexity, the chair may decide to form a project team to discuss, analyze, and make concrete suggestions regarding the proposal prior to resubmitting the proposal to the Council for review.
第十二條 臨時動議案件應有在場出席代表五人以上之附議始可提出,並經出席代表參加表決過半數之同意,方予討論。其決議依第十四條辦理。 Article 12 Extempore motion proposals shall only be proposed and discussed if more than five attending representatives second the proposal and more than half of attending representatives provide consenting votes. Resolutions shall follow the criteria stipulated in Article 14.
第十三條 本會代表對於同一議案之發言,以每人不超過兩次,每次不超過三分鐘為原則。但討論修改或其他情況特殊經主席同意者,不在此限。 Article 13 Each representative may not speak about the same proposal more than twice and may not exceed three minutes each time, except when he/she is discussing revisions or has received the chair’s consent as a special circumstance.
第十四條 主席對每一議案之討論,得於適當時機提請大會表決,並宣布其決議;表決方式由主席酌定採用舉手或投票等方式行之。本會議案之決議,經出席代表參加表決過半數同意為之。未參加表決或以投票方式表決之空白票與廢票,均不計入表決額數。但本校組織規程另有規定或本會另有決議者,從其規定或決議。 Article 14 The chair may refer every proposal being discussed to be voted on by all attending representatives at an appropriate time. Resolutions shall then be announced. The voting method shall be at the discretion of the chair and may take the form of voting by raising hands or by casting ballots. Resolutions shall only be made with the consent of more than half of the attending representatives. Absence at voting and blank or spoilt ballots shall not be counted toward the total number of ballots, except when stipulated by the University’s organizational regulations or when resolved by the Council.
第十五條 列席人員有發言權,無表決權。 Article 15 Other persons in attendance at the Meeting may speak but may not vote.
第十六條 本會開會實況應全程錄音錄影。 前項開會時之錄音、錄影,由新聞中心指派人員辦理。出席代表不得擅自於會場內攝影、錄影或錄音。違反者,經制止仍不聽從,主席得強制其離開會場,並經出席代表參加表決過半數同意後,處以停止出席權一次之處分。 新聞中心依第二項前段規定錄得之影音檔案,除特定議案討論、表決及有關資訊,經出席代表提議,出席代表參加表決之三分之二以上同意應限制或不得公開者外,應於七日內公布於新聞中心之網頁,僅供本校教職員工生瀏覽,並善盡保管職責,同時制作影音檔案乙份,送交秘書室留存。 Article 16 Meetings shall be audio and video recorded. The audio and video recordings stated in the preceding paragraph shall be done by persons appointed by the News Center. Attending representatives may not take photos, audio recordings, or video recordings during the Council. Violators that fail to abide by warnings may be expelled from the Council by order of the chair, and he/she may be suspended from attending the Council once with the consent of more than half of attending members. Audio and video files recorded by the News Center according to the first clause of paragraph 2 shall be released publicly on the website of the News Center within 7 days, except for certain proposaldiscussions, voting results, and relevant information for which the release is to be restricted or prohibited upon the proposal of attending representatives and consenting votes from more than two-thirds of attending members. Such release of files shall only be viewed by University staff and students. The News Center shall assume responsibility for keeping the files intact and making one copy of the audio/video files to be sent to the Office of the Secretariat for storage.
第十七條 本會會場開放本校教職員工生自由旁聽。 旁聽採會前網路預約登記或現場報名,以網路預約登記者優先。 Article 17 University staff and students are allowed to sit in on the Council freely. To do so, individuals should book online in advance or register on-site, with priority given to those who booked online.
第十八條 旁聽人員在會場旁聽時,應遵守下列事項: 一、依會務人員引導簽名、入座。 二、不得參與表決、發言、提案。但經主席同意者,得表達意見,以三分鐘為限。 三、不得有鼓譟、喧鬧、破壞公物、妨礙或干擾本會進行之行為。 四、禁止攜帶標語、海報、各式布條、旗幟、棍棒、無線麥克風或其他危險物品。 五、不得於會場攝影、錄影或錄音。 Article 18 Individuals who sit in on the Meeting shall abide by the following rules: 1. Sign in and take a seat as instructed by relevant staff. 2. Do not vote, speak, or propose. However, upon the consent of the chair, an individual may express his/her thoughts, for which the maximum time limit is three minutes. 3. No clamoring, noise-making, sabotaging, obstructing, or interfering during the Council. 4. Do not carry slogans, posters, banners, flags, sticks or batons, wireless microphones, or other hazardous materials. 5. Do not take photos or make video or audio recordings.
第十九條 旁聽人員違反前條第二款至第五款規定、有妨礙會議秩序或有其他不當行為者,主席得終止其旁聽,強制離開會場;情節重大者,並得移送法辦。 Article 19 Individuals who sit in on the Council and violate Subparagraphs 2 to 5 of the preceding paragraph, obstruct the order of the Council, or behave in another inappropriate manner may lose their right to sit in on the Council and be forced to leave the Council grounds by order of the chair. In grave circumstances, such individuals may be prosecuted.
第二十條 本議事規則未規定事項,準用內政部頒布會議規範之規定。 Article 20 Any matters that are not regulated in these Regulations shall be administered according to the Rules of Meeting Procedures passed by the Ministry of the Interior.
第二十一條 本議事規則,經校務會議通過後實施,修正時亦同。 Article 21 The Regulations shall be implemented upon approval by the University Council. Any amendments shall be processed accordingly.
