Recommended and approved on June 14, 2013 via fifth meeting of the 2012 academic year university faculty evaluation committee. 

第一條       國立成功大學學生事務處(以下簡稱本處)為辦理教師升等之申請、推薦及審查,依據本校教師升等辦法規定,訂定本辦法。

Article 1     These articles are established by the Office of Student Affairs (the “Office”) in accordance with the Regulations of Faculty Promotion of National Cheng Kung University (NCKU, or the “University”) to evaluate the application, nomination and review of the faculty promotion.

第二條       本處教師申請升等,應具備之要件,依本校教師升等辦法規定。

Article 2     The criteria to apply for the Office’s faculty promotion is outlined in accordance with the Regulations of Faculty Promotion of NCKU.

第三條       本處教師升等初審,由本處教師評審委員會(以下簡稱處教評會)辦理,初審通過者,由處教評會向非屬學院教師評審委員會(以下簡稱非屬學院教評會)推薦進入複審。如以學位送審者,亦同。

Article 3     The initial review of the Office’s faculty promotion is evaluated by the Office’s faculty evaluation committee (the Committee). If the applicant passes the initial evaluation, the Committee will nominate the applicant for a secondary review by a non-academic college faculty evaluation committee (Non Academic Committee). The same procedure applies to applicant who applies with degree.

第四條       申請升等之教師,應配合非屬學院教評會之作業流程,備妥本辦法第五條規定之書件,向本處提出申請。處教評會應於當學期結束前做成決議,並以書面方式通知申請人。

Article 4     The applicant shall follow the procedures outlined by the Non-Academic Committee and provided the documents as noted in Article 5 to the Office. The Committee shall reach a decision before the end of the semester and notify the applicant in writing.

第五條       申請升等之教師,應備妥下列書件:

Article 5  The applicant shall prepare the following documents:

一、現職級證書原本。

1.     The original copy of certificates of current pay grade.

二、現職級之歷年聘書原本。

2.     The original copy of the offer letter(s) from the hire date leading to the current pay grade. 

三、代表作及參考著作一式四份。

3.     Four copies of representative research publication(s) and reference research publication(s).

四、本校教師升等考評說明相關各項表格。

4.     All related forms of the faculty promotion of the University.

第六條       處教評會評審時,應就申請人之品德操守及自取得現職職位後之教學、研究、服務與輔導等之實際情形審慎考評。

Article 6     The Committee shall prudently evaluates the applicant’s characters and ethics as well as the applicant’s actual contributions in teaching, research, service and counseling since the current pay grade. 

第七條       本處教評會審查升等項目、標準與方式,如下:

Article 7     The Committee’s evaluation promotional titles, standards and methods are as follows:

一、本處教師升等初審之評分,以教師擔任現職或最近五年內之教學、研究、服務與輔導項目為基準。各項考評所占比例為教學百分之四十、研究百分之四十、服務與輔導百分之二十。各項得分需達該項配分之百分之七十方得通過。各項積分超過最高分時,以最高分計。

1.     The grading of the initial evaluation of the Office’s faculty promotion is based on teaching, research, service and counseling within the last five years of the applicant’s current position.  The percentage of each component is: 40% in teaching, 40% in research and 20% in service and counseling. The grades in components shall exceed as least 70% of each respective component. If the grade exceeds the highest possible score, the highest score shall be used as the record.  

二、教學成績,總計四十分。

(一)教學年資及授課(共20分)

1.     教學年資:受評量期間每滿一學期得1分。

2.     開授課程:授課每學分(鐘點)得0.2分,其中因兼行政而減授之學分數,應加入教學學分數。(最高得16分)

3.     督導實習學生,每1位完成實習者得1分。(最高得10分)

4.     協助編撰或修訂專業課程教材,經學生事務處採用者,每次得0.8-1.2分。

(二)教學績效(共10分)

以近三年學生教學反應調查結果全體學生之平均值為準,4.75或以上得10分,4.749-4.50得9.2分,4.25-4.49得8.4分,4.249-4.00得7.2分,3.99-3.75得6分,3.749-3.50得4.8分,3.49-3.25得4分,3.249-3.00得3.2分,3.00以下得1分。

(三)綜合評量(共10分)

依據教師教學之整體表現(含獲得校內外教學榮譽),兼顧上述各項開授課程、授課情況、學生人數、教學效果、配合本處課程規劃及參與教師成長課程等綜合考量,由處教評會給予總評,最高可得10分。

2.     Teaching score, 40 points.

(1)   Years of teaching and lecturing (20 points)

1.     Years of teaching: One semester equals 1 point during the evaluation period.

2.     Lecturing: Each credit hour equals 0.2 points. The reduction in credit hours due to the administrative duties shall combine into the teaching credit hours. (highest score is 16 points)

3.     Supervising interns: Each intern who completes the program equals 1 point. (highest score is 10 points)

4.     Assisting in editing or modifying the professional textbook which is adopted by the Student Affairs gains 0.8-1.2 points.

(2)   Teaching performance (10 points)

Using the average student feedback result in the most recent three years. Score of 4.75 or above equals 10 points; 4.749-4.50 is 9.2 points; 4.25-4.49 is 8.4 points; 4.249-4.00 is 7.2 points; 3.99-3.75 is 6 points; 3.749-3.50 is 4.8 points; 3.49-3.25 is 4 points; 3.249-3.00 is 3.2 points, and below 3.00 is 1 point.

(3)   Comprehensive evaluation (10 points)

The Committee shall provide an overall comprehensive valuation (including honors within or outside of the University), the aforementioned courses offering, lecturing, student counts, teaching result and the consideration of the application’s participation in the Office’s courses offering and faculty continuing learning courses. The highest score is 10 points. 

三、研究成績,總計四十分。

(一)期刊分為以下四類:

A類:於SCI、SSCI、EI或具同等水準之期刊上發表者,每篇8-12分。

B類:於TSSCI或具同等水準之期刊上發表者,每篇4-10分。

C類:於其他有嚴謹審查制度之期刊上發表者,每篇2-3分。

D類:在未有嚴謹審查制度之期刊上發表者,每篇1分。

(二)專書分為以下四類:

A類:針對某一專題、並具一定創意之專書,每本6-10分。

B類:涵蓋面廣、偏向介紹性或教材性之專書,每本4-8分。

C類:主題或內容無明顯針對性或連貫性之論文集,每篇3-6分。

D類:專書章節或文獻彙編之類著作,每篇1-4分。

(三)會議論文分為以下二類:

A類:國內外之學術會議論文(限尚未正式出版者),每篇1-4分。

B類:其他會議或研討會發表之論文,每篇1-2分。

上述分數乃指第一作者或是通訊作者, 若為第二作者則得分為1/2, 第三作者為1/4, 第四作者(含)以下為1/8。

(四)計畫及研究績效

1.     執行完成一計畫得3-5分,計畫共同主持人超過一位者,其得點由所有共同主持人平分。

2.     獲得校內外學術榮譽,每項2-4分。

3.     Research score, 40 points.

 (1) Journals in the following four categories:

Category A: Publishes in SCI, SSCI, EI or equivalent journals. Each publishing equals 8-12 points.

Category B: Publishes in TSSCI or equivalent journals. Each publishing equals 4-10 points.

Category C: Publishes in other journals with a rigorous reviewing process. Each publishing equals 2-3 points.

Category D: Publishes in other journals without a defined reviewing process. Each publishing equals 1 points.

(2)   Publications are in the following 4 categories.

Category A: Specializes in certain topic with novelty. Each publishing equals 6-10 points.

Category B: Wide range monographs that is introductory or textbook materials. Each publishing equals 4-8 points. 

Category C: Collection of works with no particular focus or coherence. Each publishing equals 3-6 points.

Category D: Publications in special book section or bibliographic compilation of works. Each publishing equals 1-4 points.

(3)   Conference papers in the following two categories;

Category A : Papers in domestic or international conferences (limited only to un-published). Each paper equals 1-4 points.

Category B: Papers published in other conferences or seminars. Each paper equals 1-2 points.

The aforementioned point applies only to first author or corresponding author. If a secondary author, the point is accounted for at 1/2. If a third author, the point is accounted for at 1/4, and if a fourth author (or more), the point is accounted for at 1/8.      

(4)   Project and Research Performance

1.     Executed and completed a project got 3-5 points. If the project is co-led by more than one person, the points are divided equally among all participants.

2.     Recipient of academia honors within or outside the University gains 2-4 points.

 

四、服務與輔導,總計二十分。

(一) 行政服務(共10分)

1.     辦理學務與輔導工作,有節省或爭取經費、新增(代理)業務、業務創新與改革及活動辦理成效極優等之具體事蹟,每事件得2分。

2.     爭取校內外各項工作補助計畫,每項得2分。

3.     舉辦學務處或所屬組室主辦之活動,每次得0.8分。

(二) 專業服務(共5分)

1.     擔任校內外學位論文口試委員(非指導教授),每次得0.4分。

2.     擔任校內外論文計畫審查委員(非指導教授),每次得0.4分。

3.     校內外公開演講,每次得0.8分。

4.     會議主持人、評論人、引言人,每次得0.4分。

5.     擔任國內外學術期刊及研討會之論文審查,每篇得0.4分。

6.     擔任國內外學術期刊編輯委員,每期得0.4分。

7.     擔任學生社團導師,每年得2分。

8.     其他(如個案輔導、團體輔導、社會服務等),每項得3分。

(三) 綜合評量(共5分)

依據教師服務與輔導整體表現,由處教評會給予評分,最高可得5分。

4.     Service and counseling, 20 points

(1)   Administrative service, 10 points

1.     Administer student affairs and counseling or factual supports in saving or obtaining funding, adding (or subbing) business, business innovation or revolution, or having great performance in coordinating activities. Each event equals 2 points.

2.     Solicit funding for any internal or external affairs. Each occasion equals 2 points.

3.     Coordinate the activities held by the Office or affiliated offices. Each occurrence equals 0.8 points.

(2)   Professional service, 5 points.

1.     Internal or external dissertation committee member (non-advisor). Each occurrence equals 0.4 points.

2.     Internal or external member of thesis proposal review (non-advisor). Each occurrence equals 0.4 points.

3.     Public speaking within or outside the University. Each occurrence equals 0.8 points.

4.     Conference host, panelist, or emcee. Each occurrence equals 0.4 points.

5.     Reviewer of domestic or international academic journals or conference papers. Each publish equals 0.4 points.

6.     Editors of domestic or international academic journals. Each publish equals 0.4 points. 

7.     Counselor of student clubs. 2 points each year.

8.     Others (such as individual counseling, group counseling, or social works). Each occurrence equals 3 points.

(3)   Comprehensive evaluation, 5 points

The Committee will evaluate based on the overall performance of the faculty’s service and counseling. The highest score is 5 points.

第八條       本處教師申請升等各項計分,由申請人先行自評填表,再送處教評會審查。

Article 8     The applicant of the Office shall fill out all scores in the promotion application form and then submit to the Committee for review.
