第一條              為追求行政業務之持續改進,依行政院所屬各機關研究發展實施辦法之規定,特訂本辦法。

Article 1   These Regulations are established as required by the Implementation Regulations Governing

the Research and Development at Respective Agencies Affiliated with the Executive Yuan in the pursuit of constant improvement in administrative affairs.

 

第二條              本校各單位或各級行政人員均得依本身工作崗位之相關行政業務提出研究改進計畫。

         每一研究計畫案期限最長為一年。

 Article 2   Respective units and administrators at all levels of the University may introduce a research

                        and improvement plan reflective of the related administrative affairs they are in charge of.

                        The duration of each research project is one year at maximum.

 

第三條              研究案之執行方式包括:

         一、主持人自行研究。

         二、與共同主持人共同研究。

         三、與專家或學術機關合作研究。

         四、委託專家或學術機構專題研究。

Article 3   A research project may be implemented in the following ways:

1. Independently by the investigator
2. Jointly with a sub-investigator
3. Collaboratively with an expert or academic institution
4. By being outsourced to an expert or academic institution

 

第四條              研究案得依需要編列下列之經費項目:

         一、業務費:文具、問卷調查、資料檢索、意外險保險、差旅、郵電、影印、印刷、工讀金等費用。

         二、電腦使用費。       

         研發處得編列預算由校務基金中非屬政府編列預算撥付之經費支應各研究計畫執行所需。      

Article 4  For each research project, the following items may be included in the budget[S1]  to be appropriated:

        1.Overhead to cover the costs of the stationery, survey, data indexing, accident insurance,

            travel expenses, postage and telegrams, photocopying, printing, and work-study, among others.

         2.Costs of access to computers.

         The Office of Research and Development may set aside a budget[A2]  from the University Affairs

         Fund that is not from the government to support the implementation of each research project.

 

第五條        研究案應於每年九月卅日前向研發處提出申請,於計畫執行期間提出期中報告與計畫結案後一個月內提出期末報告。經專案呈報校長核准者,不在此限。

Article 5   Research projects shall be applied for with the Office of Research and Development before

September 30 each year and the interim report shall be submitted while a project is ongoing and the final report shall be submitted within a month after the project is closed out.  This, however, does not apply to an exception that is approved by the President.

 

第六條        研究案之申請及成果報告由研發處召集七至十一位之行政主管、教授進行審查,或委託學術機關或專家學者代為審查。校外評審委員得酌送評審費。

Article 6   The applications for research projects and the accomplishment reports are to be reviewed by

7 to 11 administrative supervisors and faculty members convened by the Office of Research and Development or by an outsourced academic institution or experts/scholars. Rating charges may apply to external raters.

 

第七條          研究報告確具推廣應用且可行性高者得依下列方式處理:

            一、報請校長核定實施。

            二、經由學校報請上級機關核採或函送有關機關參考或參賽。

Article 7      Research reports that show the value of implementation and application and are highly enforceable may be handled in the following ways:

1. Submitted to the President to be finalized and enforced.
2. Submitted to a higher-ranking authority through the University to decide on their adoption or to an authority concerned through correspondence for the latter’s reference or to join in a contest.

 

第八條          研究成果具有下列情形者,於計畫結案之次年三月底前提送審查委員會評審。由研發處依評審委員會之決議,報請校長核定:

            一、 對於行政革新研提新方案或新制度頗具價值者。

            二、 對於本校行政業務研提具體改進辦法,具有效益者。

            三、 對於行政措施研提改進辦法,確能獲致便民(教、職、員、工、生)效果者。

            四、 對於行政管理制度及管理方法研提改善方案,確能增進辦事效能者。

            五、 對於本校組織或法令規章研提調整修正意見,實施後確能收精簡效果者。

            六、 對於本校業務或行政管理制度及運作提出著作,具有特殊學術價值者。

            七、 對於本校研究發展工作之推動有顯著成效者。

            八、 其他研究成果,有益於本校業務及行政革新者。

Article 8      Research findings, with the following conditions, are to be submitted to the Review Committee to be rated by the end of March in the next year following closure of the project. The Office of Research and Development shall submit them to the President for a final decision according to the decision made by the Rating Committee:

         1.Those of value for administrative reformation in the stipulation of a new proposal or a new system.

         2.Those of benefit for the University’s administrative affairs in the stipulation of substantial

            improvement measures.

         3.Those with confirmed convenient effects (for the faculty, staff, workers, and students) in

            the stipulation of administrative improvement measures.

         4.Those with confirmed reinforcement of working efficacy in the stipulation of improvement

            proposals for the administration and management system and the management approach.

         5.Those with confirmed leaning effects after enforcement in the stipulations of revision

             comments for the University’s organization or regulatory requirements.

         6.Those of special academic value in the release of publications on the University’s affairs or

            administration and management system and operation.

         7.Those of significant efficacy on the implementation of the University’s research and

            development tasks.

          8.Other research accomplishments that are conducive to the University’s affairs and administrative                     reformation.

第九條              前條所稱之獎勵如左:

         一、 嘉獎、記功、記大功、或發給獎金。

         二、 列入調升職務、保送進修之參考資料。

         三、 公開表揚。

         四、 對具有特殊價值之研究著作予以贊助出版。

         五、 列為個人『學識才能』考績項目之依據。

Article 9   The reward indicated in the preceding article is as follows:
1.Commendation, merit citation, major merit citation, or prize.
2.Inclusion in the list of candidates to be considered for a promotion or sponsored continuing education.
3.Public recognition.
4.Sponsored release of research publications of special value.
5.Inclusion as part of the performance rating items under personal “professional knowledge and skills”.

 

第十條          經校長核定之獎勵案件,由研發處依照有關規定分別辦理獎勵。

Article 10 Projects with rewards approved by the President shall be rewarded separately as organized by the Office of Research and Development according to applicable requirements.

 

第十一條    研究報告或研究意見中,經各級主管核定實施之研究建議,應於實施年度終了時,擇要列為考成項目,由研發處查核其實施效果,並提出檢討。

Article 11 Research suggestions approved by supervisors at respective levels to be implemented as part of research reports or research opinions shall be selectively included in the performance evaluation at the end of the implementation year. The implementation efficacy shall be inspected by the Office of Research and Development and shall be reflected upon.

 

第十二條    本辦法提行政會議通過後實施,修正時亦同。

Article 12 These Regulations are to be enforced following approval through the Administrative Meeting. The same shall apply to their revisions.
