National Cheng Kung University Regulations Governing the Establishment of Academia-Industry Collaboration Centers

第一條  國立成功大學(以下簡稱本校)為規範與企業共同成立之研發中心(以下簡稱「企業共研中心」)之設置、運作及管理,特訂定本辦法。

Article 1  The National Cheng Kung University Regulations Governing the Establishment of the Academia -Industry Collaboration Centers (hereinafter “the Regulations”) were established to specify the establishment, operations, and management of NCKU-Industry Collaboration Centers (hereinafter “Collaboration Centers”).

第二條  企業共研中心之申請設置,應配合本校產學合作策略方向,回應產業具體需求,並符合下列條件:

一、合作企業每年投入資金達新臺幣一千萬元,且合作期間連續三年以上;

二、合作企業應指派專人負責企業共研中心的共同建置工作。

Article 2 The application for setting up a Collaboration Center shall align with National Cheng Kung University (“NCKU”) strategies targeting industry–academia cooperation, respond to the specific needs of the industry, and meet the following principles:

1.The cooperating enterprise shall invest up to NT$10 million into the Collaboration Center every year for more than three consecutive years.

2.The cooperating enterprise shall designate a person to work with NCKU in establishing the Collaboration Center.

第三條 本校為辦理企業共研中心之設置、管理、考核及裁撤等事務,設「國立成功大學企業共同研發中心審議委員會」(以下簡稱「審議委員會」)。審議委員會由校長或校長指定之副校長為召集人,由校長指定校內負責產學、研發之主管及校內外學者專家,共七至十一人組成。審議委員會審議新設企業共研中心,採隨到隨審方式進行,委員應親自出席會議,經委員總數二分之一以上出席,始得開議,另得視需求邀請相關人員列席。

Article 3 The Review Committee of the NCKU-Industry Collaboration Centers (hereinafter “the Review Committee”) was established for the establishment, management, assessment, and abolition of the Collaboration Centers. The NCKU President or Vice President (as appointed by the President) shall serve as the Review Committee convener. The Review Committee is composed of seven to eleven members, including NCKU supervisory staff responsible for industry–academia cooperation, research and development as well as experts from within and outside of NCKU, designated by the NCKU President. The Review Committee reviews the newly established Collaboration Centers in a first-come-first-served manner. Committee members shall attend meetings in person. A meeting is convened only when at least half of all members are present, and relevant personnel may be invited to attend a meeting when necessary.

第四條 申請設置企業共研中心應提出設置規劃書及設置要點,送經審議委員會審議通過後,始得設置。其設置要點之修正亦同。

Article 4  To establish the Collaboration Centers, an establishment plan and regulations governing the establishment shall be submitted together with the application to the Review Committee for review and approval. The same shall apply where regulations governing the establishment are amended.

第五條 企業共研中心應置主任一人,綜理中心相關業務,由校長就相關領域專任教授或職級相當人員聘兼之;並得由合作企業指派企業主管擔任中心之共同負責人,襄助主任推動中心各項業務。

Article 5 The Collaboration Centers is arranged such that one director supervises its operations. The NCKU President shall appoint a full-time professor specializing in a relevant field, or a staff member who holds an equivalent position, as the Director of a Collaboration Center. The cooperating enterprise may assign a corporate director as Co-director of the Center to assist with the promotion of business.

第六條 企業共研中心所需員額、空間及經費,以自給自足與自行籌措為原則。

Article 6 The Collaboration Centers shall remain financially self-sustaining and raise its own funds for matters related to required staff quotas and space.

第七條  企業共研中心成立後,每年應提出完整之年度工作報告,交由審議委員會進行審查。審議委員會得就年度工作報告與審查結果,提出具體之意見與建議,要求企業共研中心提出審查意見回覆、佐證資料、或一定期限內之改善報告。

Article 7 After its establishment, the Collaboration Centers shall submit a comprehensive annual report to the Review Committee for review. Based on a review of the report, the Review Committee may propose practical opinions and suggestions and request that the Collaboration Centers submit a reply to review comments, supporting evidence, or an improvement report within a specified period.

第八條  審議委員會必要時得召開臨時會議,討論或議決重大議案,或要求企業共研中心進行書面或口頭之專案報告。

Article 8 The Review Committee may convene ad hoc meetings when necessary to discuss or resolve major issues. The Review Committee may also request a written or oral project report from the Collaboration Centers.

第九條  企業共研中心有下列情形之一者,經審議委員會議決後,予以裁撤:

一、合作企業提前終止合作契約。

二、 審議委員會審查不符原設置目的,或未達原設置功能,已無存續必要者。

Article 9 Where a Collaboration Center meets any of the following conditions, it shall be abolished following a resolution of the Review Committee.

1. The cooperating enterprise terminates the cooperation agreement early.

2. The Review Committee concludes that the Collaboration Center does not fulfill its designated function or fails to serve its purpose and thus does not need to exist.

第十條  本辦法經主管會報審議通過,陳請校長核定後施行,修正時亦同。

Article10 The Regulations shall be enforced upon approval by the Meeting of Chief Administrators and ratification by the President. The same shall apply where Articles are amended.
