第一條

國立成功大學(以下簡稱本校)為延攬優異人才領導學校,依大學法第九條及本校組織規程第廿五條之規定訂定「國立成功大學校長遴選辦法」(以下簡稱本辦法)。

Article 1

The National Cheng Kung University Regulations Governing the President Selection (the “Regulations”) is established in accordance with Article 25 of the Articles of Association of National Cheng Kung University (the “University”) and Article 9 of the University Act to encourage outstanding talent to lead the University.

 

第二條

本校校長任期屆滿十個月前決定不續任或不續聘,或因故出缺後二個月內,應依本辦法組成校長遴選委員會,並於組成後八個月內完成下列工作:

一、公開徵求及主動尋覓校長候選人。

二、決定校長人選。

Article 2

If the President decides to resign or renewed appointment of the President is rejected within 10 months prior to expiration of the term of office, or within 2 months after the position of the President becomes vacant with cause, the Presidential Election Committee (“Committee”) shall be formed, in accordance with the Regulations, to elect the President. The Committee shall complete the following tasks within 8 months following the establishment of the Committee.

1. Public solicitation and active search for Presidential Candidates.

2. Elect the President.

 

第三條

遴選委員會由委員二十一人組成,任一性別委員應占各該類代表總數三分之一以上。分類如下:

一、學校代表九人。

二、校友代表及社會公正人士九人。

三、教育部遴派之代表三人。

前項第一、二款代表由校務會議推選,以得票數最高者當選,其餘候選人為該類組之候補委員,其產生方式如下:

一、學校代表九人,含各學院及非屬學院推選之專任助理教授以上之教師代表7人、學生代表1人及編制內職技人員1人:

(一)遴選委員配置及分組,如下:

1.文學院及社會科學院:合併推選一人。

2.理學院及生物科學與科技學院:合併推選一人。

3.管理學院及非屬學院(含體育室、軍訓室、計算機與網路中心、圖書館、通識教育中心等):合併推選一人。

4.電資學院及規劃與設計學院:合併推選一人。

5.工學院及醫學院:合併推選三人,但各學院至少一人。

6.學生代表一人。

7.職技人員一人:由編制內之職技人員推選組員或技士以上人員一人。

(二)學校代表類之任一性別遴選委員不足額時,由各組中多數性別得票數最低之組別優先予以調整,改由該組少數性別之候補委員得票數高者依序遞補,原當選遴選委員調整為優先候補委員。因性別調整時,每組以一人為限。

(三)遴選期間遴選委員因故出缺,造成任一性別少於三分之一時,以遞補該性別為優先。若教師代表所屬該組出缺,且該性別候補委員不足遞補時,由其他組該性別候補委員遞補。

(四)遴選委員候選人之推薦:各學院及非屬學院專任講師以上人數超過 200人者推薦三至四人;低於 200 人者推薦二至三人;學生會推薦四至六人;編制內之職技人員推薦四至六人。推薦方式由各學院、非屬學院(由管理學院召集)、學生會及人事室訂定,任一性別推薦候選人應達推薦人數三分之一以上。

二、校友代表及社會公正人士九人:

(一)遴選委員之配置:

1.校友代表四人:人文社會、理工醫領域之代表各至少一人。

2.社會公正人士五人。

(二)遴選委員候選人之推薦:各學院、非屬學院及學生會各推薦校友代表及社會公正人士候選人二至三人。推薦方式由各學院、非屬學院(由管理學院召集)及學生會訂定,任一性別推薦候選人應達推薦人數三分之一以上。

(三)任一性別委員不足額時,由得票數較高之少數性別候選人依得票數多寡,依序遞補。

(四)本校現職專任人員與學生,不得被提名為校友代表或社會公正人士。

三、教育部遴派之代表。

Article 3

The Committee shall consist of twenty-one (21) members, with the members of any specific gender more than 1/3 of the total members, as follows:

1. Nine (9) school representatives.

2. Nine (9) representatives of alumni and social justice.

3. Three (3) representatives appointed by the Ministry of Education.

The representatives in the preceding subparagraphs are elected by the University Council. Nominees with the highest votes qualify as the representative. The remaining candidates are stand-by representatives in their respective categories. The election method is as follows:  

1. Nine school representatives, including seven faculty representatives with a full-time assistant profession or above position from each college and units other than college, one student representative, and one organizational occupational personnel. 

(1)The Committee arrangement and grouping are as follows:

One combined representative from both the College of Liberal Arts and College of Social Sciences.

One combined representative from both the College of Science and the College of Bioscience and Biotechnology.

One combined representative from the College of Management and units other than colleges (including Physical Education Office, Military Training Office, computer and network center, library, Center for General Education, etc.)

One combined representative from both the College of Electrical Engineering and Computer Science and the College of Planning and Design.

Three representatives (at least one from each) from the College of Engineering and the School of Medicine.

One student representative.

One representative from organizational occupational personnel who is either an officer or an assistant technical specialist or above.

(2)When the members of any specific gender fall short in any of the school representations, the group with the lowest number of votes of the dominate gender will be given priority to adjust. The minority gender stand by representative with the highest number of votes in such group will be given a seat in the Committee while the original elected majority gender representative will be adjusted as a priority stand by representative. When adjusting the member of the Committee due to gender, each group is limited to one person.

(3)During the evaluation, if a Committee member is vacant for any reason, resulting in the members of any specific gender falling below 1/3 of the members, the priority is to replace with such gender. If the faculty representative is vacant in his/her own respective group, resulting in the insufficient gender stand by candidate being replenished, the other group shall be supplemented with the gender stand-by candidate.

(4)Nominations of Representatives of Committee members: Three to four candidates can be nominated for colleges or non-colleges with more than 200 students; two to three candidates can be nominated for those below 200; Four to six nominations from organizational occupational personnel; and four to six candidates recommended by the student council. The nomination processes are set by the colleges, non-colleges (convened by the College of Management), the personnel office, and the student council. The recommended candidates for any gender should exceed more than 1/3 of the nominated candidates.

2. Nine (9) representatives of alumni and social justice.

(1)The Committee arrangement is as follows:

Four Representatives of alumni: At least one person in the field of humanities and social science, engineering and medicine.

Five social justices.

(2)Nominations for Candidates of Committee Member: Each college, non-college, student council, and alumni association recommend a total of two to three representatives of alumni and social justice. The nomination processes are set by the colleges, non-colleges (convened by the College of Management), and the student council. The recommended candidates for any gender should reach more than one-third (1/3) of the nominated candidates.

(3)When any gender member is insufficient, the minority candidates will be replaced the vacant seat in according with the number of votes.

(4)Current full-time faculty or students cannot be nominated as alumni or social justice representatives.

3. Representatives appointed by the Ministry of Education.

 

第四條

遴選委員會組成後,應於二十日內召開第一次會議。遴選委員會置召集人一人,由委員互選產生,召集會議並擔任主席。召集人因故不能出席時,由委員互推一人代理之。校長遴選過程,在遴選結果未公佈前,參與之委員及有關人員應嚴守秘密,但其他法律另有規定或遴選委員會依法決議者,不在此限。

遴選委員會審慎遴選出校長人選,由本校具文報請教育部聘任。

Article 4

The first meeting shall be called within twenty (20) days upon the establishment of the Committee. The Committee has one Chairperson elected through mutual nomination of the Committee Members. The Chairperson is responsible for calling the meeting and acts as the Chair. If the Chairperson cannot attend the meeting for any reasons, the Members of the Committee should elect a proxy. During the Presidential selection processes, the Members and relevant personnel involved shall strictly abide by secrecy before the result of the election is announced except as otherwise regulated by laws or regulations or resolved by the Committee in accordance with the regulations.

Once the President is prudently elected by the Committee, the President will be retained upon approval of the Ministry of Education.

 

第五條

本校校長候選人須具備下列條件:

一、曾擔任教授五年以上。

二、具有三年以上之教育或學術行政經驗。

三、處事公正且能超越政治、宗教、黨派及營利單位等利益。惟已兼任與上述相關職務者,須書面承諾於應聘校長前放棄。

四、在學術上著有成就與聲望。

五、有高尚品德與情操。

六、能充分尊重學術自由。

七、具有前瞻性之教育理念。

八、具有卓越規劃、組織及領導能力。

九、有爭取及妥善運用資源之能力。

Article 5

The criteria of an eligible candidate of the University’s President are as follows: 

1. A professor of five years or more.

2. Has experience in education or academic administration for three or more years.

3. Be fair and able to transcend conflicts of interest in politics, religion, parties, and for-profit organizations. However, if the candidate is already an incumbent in the aforementioned organizations, he or she shall declare to give up his position in such organization in writing prior to being appointed as the President.

4. Has reputation and achievements academically.

5. Has noble morality and sentiment.

6. Fully respects academic freedom.

7. Forward-looking educational vision.

8. Excellent planning, organization, and leadership.

9. Ability to strive for and properly use resources.

 

第六條

校長候選人依下列方式推薦之:

一、由遴選委員推薦。

二、由校內專任講師以上之教師推薦,每人至多推薦校內、外人士三人。

三、由國內、外學術單位之教授(副教授)或研究員(副研究員)推薦。

四、由校外學術團體推薦。

五、由本校各地區校友會推薦。

Article 6

The Presidential candidate is recommended in the following manner:

1. Recommended by the Members of the Committee

2. Recommended by faculty within the University who are at least a full-time lecturer. Each person can recommend a maximum of three people.

3. Recommended by professors (associate professors) or research fellows (associate research fellows) of domestic or international academic units.

4. Recommended by academic groups outside the University.

5. Recommended by the University's alumni associations.

 

第七條

遴選委員會分三個階段決定校長人選:

(一)第一階段:由遴選委員會就被推薦人選中依本辦法第五條之條件遴選。並應同時秘密徵詢被推薦人參選之意願,決定至多八人參與第二階段之遴選。

(二)第二階段:遴選委員會應將第一階段選出候選人之資料上網公佈,並分送予本校專任講師以上之教師,且安排適當時間與地點,於教師行使同意權之前,舉辦說明會,由上述教師針對每一位候選人行使同意權。同意權之行使,採連記法。

(三)第三階段:遴選委員會應邀請第二階段決定之候選人說明其辦學理念,再由其中遴選出校長人選,連同相關資料,報請教育部聘任。

Article 7

The Presidential selection is selected in three stages by the Committee.

(1)The First Stage: The Committee selects the candidates according to the method outlined in Article 5 of the Regulations. At the same time, the Committee shall solicit the willingness of the recommended candidates discreetly. Up to eight candidates should be selected to participate in the second stage of selection.

(2)The Second Stage: The Committee shall publish the information of the candidates selected in the first stage on the Internet and distribute the information to the faculty of all full-time lecturers or above. The Committee shall also arrange the appropriate time and place to hold a briefing session before the faculty exercises their consent. The faculty can exercise consent for each candidate. The exercise of the right to consent uses continuous voting.

The result of exercising the right of consent will be recorded using the optical card reader to conduct counts. The top six candidates based on the number of votes can move forward to the third stage. However, candidates who teach at the same college in the University must not exceed one half of the total candidates.

(3)The Third Stage: The Committee should invite the Candidates selected in the second stage to explain their vision, and, accordingly, select the President. Once selected, together with relevant information, the Committee shall submit it to the Ministry of Education for appointment.

 

第八條

遴選委員會委員在第一階段之遴選中如同意為校長候選人,即喪失委員資格;因故無法參與遴選作業、與候選人有配偶、三親等內之血親與姻親或曾有此關係,及有學位論文指導之師生關係者,經遴選委員會確認後,解除委員職務。

遴選委員會委員有前項不得擔任委員之事由而繼續擔任或有具體事實足認其執行職務有偏頗之虞者,得經人向遴選委員會舉其原因及事實,經遴選委員會決議後解除其職務。

前二項缺額依第三條規定之代表類別配置遞補。

Article 8

A Member of the Committee will be disqualified if he or she agrees to be a candidate for President in the initial stage. A Member shall also be dismissed from the Committee if he or she is unable to participate in the selection process, or has relationship with the Presidential candidate such as the spouse, a direct relative either through blood or marriage, or has had such a relationship, or has an advisor-student relationship through guiding the dissertation upon confirmation by the other Committee Members.

A Member of the Committee with the situation as described in the preceding paragraph who continues to serve as a Member or has specific facts to cooperate with their evaluation bias should be dismissed from his/her Committee Member duties upon disclosure of the reasons and facts (excluding the re-elected President) to and approved by the Committee.

The vacant seat in the preceding paragraph is replaced according to the representative category of Article 3.

 

第九條

候選人不得從事競選活動;亦不得與遴選委員在遴選期間有與遴選事務相關之私人接觸。

Article 9

The candidates shall not have any campaign activities nor shall they have any personal or election related connections with the Committee Members during the selection period.

 

第十條

遴選委員會開會時得視需要邀請學生代表及有關人員列席。

Article 10

When the Committee meets, the relevant personnel or student representatives may be invited to attend as needed.

 

第十一條

遴選委員會開會時,委員應親自出席,不得委託他人為代理,應有三分之二以上委員出席始得開議,出席委員過半數之同意始得決議。惟應有全體委員三分之二以上之贊成,方得作成決定校長人選之決議。

Article 11       

Members shall attend the meeting in person, and may not entrust others to act as a proxy. The Committee meeting may be called only upon attendance of more than 2/3 Members to the meeting, and may be called for voting upon consent from the majority of Members presented. The resolution about appointment of the President shall be subject to approval of more than 2/3 of the present Members.

 

第十二條

遴選委員為無給職。但校外委員得依相關規定支給出席費及交通費。

遴選委員會所需經費由學校支應。

遴選委員會之事務性工作由研究發展處擔任。

Article 12

The Committee Member is a non-compensated position. However, external Committee Members must be compensated the attendance fee and transportation fee in accordance with relevant directions

The required expenses of the Committee are funded by the University.

The Office of Research and Development is responsible for the administrative work of the Committee.

 

第十三條

遴選委員會於新校長就任後,自動解散。

遴選委員於新任校長第一任任期內不得擔任本校一級行政主管。

Article 13

The Committee is dissolved upon a new President taking office.

The Committee Members cannot be first level executives during the first term of the new President taking office.

 

第十四條

本校校長之續聘依本校組織規程第廿五條之規定辦理。

Article 14

The re-appointment of the President shall follow the directions as outlined in Article 25 of the University Articles of Association.

 

第十五條

本辦法經校務會議審議通過後施行,修正時亦同。

Article 15

The Regulations shall be enforced upon approval by the University Council. The same shall apply where the Articles are amended.
