一、國立成功大學學生事務處(以下簡稱本處)為提昇教學、研究與服務品質,特依國立成功大學教師評量要點第四條訂定本處教師評量要點(以下簡稱本要點)。

1.     The National Cheng Kung University Office of Student Affairs Guidance for Faculty Evaluation (the “Guidance”) is established by the Office of Student Affairs Division (the “Office”) in accordance with Article 4 of the Guidance of Faculty Evaluation of National Cheng Kung University (NCKU, or the “University”) to improve the quality of teaching, researches and services.

二、凡本處專任教師,除免受評量者外,均應依本要點接受評量。

教授及副教授每五年接受一次評量,助理教授及講師每三年接受一次評量。

符合下列條件之一者,得免接受評量:

(一)   獲選為中央研究院院士者。

(二)   曾獲頒教育部學術獎或國家講座、本校講座及經本校認可之國內外著名大學講座教授者。

(三)   曾獲頒國際著名學術獎或在學術上有卓越貢獻,經系、院教評會認可者。

(四)   曾獲頒國科會傑出研究獎三次(含)以上、甲(優)等研究獎或研究主持費共十次(含)以上者(一次傑出研究獎相當於三次甲等研究獎)。曾獲選本校教學特優教師者,相當於一次傑出研究獎。

(五)   年滿六十歲者(但初聘者除外)。

(六)   曾獲其他教學、研究、服務獎項或其成果具體卓著,經系、院教師評審委員會認可免接受評量者。

2.     All faculties of the Office, except otherwise exempt from the evaluation, are subject to be evaluated in accordance with the Guidance.

Professors and associate professors are subject to the evaluation every five years. Assistant professors and lecturers are subject to the evaluation every three years.

The faculty who meets one of the following criteria is exempt from the evaluation:

(1)      Elected to be the Academician of the Academia Sinica.

(2)      Awarded with an academic award or national lecture by the Ministry of Education, a professorial chair of the University or a professorial chair at prestigious Universities either domestically or internationally accredited by the University.

(3)      Awarded an internationally renowned academic award or has made outstanding academic contributions, and has been accredited by the department’s or school’s faculty evaluation committee.

(4)      Received a total of 3 (inclusive) outstanding research awards from the National Science Council or a total of 10 (inclusive) excellence research rewards or research presiding fees ( one outstanding research reward is the equivalent of three excellence research awards). The winner of teaching excellence of the University is the equivalent of an outstanding research award.

(5)      Age of 60 or above (except the initial hires).

(6)      Received other teaching, researches, services awards or outstanding honors accredited by the department’s or school’s faculty evaluation committee is also exempt from the evaluation.

三、教師之評量須經初審、複審評量通過者方為通過,初審通過者始得辦理複審。初審由本處教師評審委員會辦理,複審由非屬學院教師評審委員會辦理。

3.     The evaluation is considered passed after passing the initial and a secondary review. The secondary review will only start after the passing of initial review.  The initial review shall be handled by the Office’s faculty evaluation committee and the secondary review shall be reviewed by a non-academic college faculty evaluation committee.

四、本處教師評量之受評項目計教學、研究、服務等三項,總分為一百分,前述三項之比例分別以教學30%、研究20%、服務50%。教師得根據附件自評,自評的成績送本處教師評審委員會參考。研究、教學及服務分數加總超過七十分者始為及格。教師在教學、研究、服務任一項目有特出績效,應予以肯定。

4.     The criteria to evaluate the faculty evaluation include teaching, researches, and services. The total score is 100 points, which are 30%, 20%, and 50%, respectively, of the aforementioned criteria. The faculty is required to submit self-assessment in the attachment. The result shall be submitted to the Office’s faculty evaluation committee for reference. The total scores from researches, teaching and services shall be at least 70 points to qualify. A faculty member who has a distinctive performance in any of the teaching, researches, or services criteria shall be rewarded.

五、新聘教授及副教授依本校教師聘任辦法第五條規定,通過續聘者,視同通過第一次評量。

新聘助理教授及講師依本校教師聘任辦法第五條規定,於規定年限內,不需接受評量。通過升等時,視同通過第一次評審。

5.     Newly hired professors and associate professors who received the renewal of their employments in accordance with Article 5 of the University’s Regulations for the Appointment of Faculty is deemed passing their first evaluation.

Newly hired assistant professors and lecturers are exempted from evaluation within the years outlined in accordance with Article 5 of the University’s Regulations for the Appointment of Faculty. These faculty members are deemed passing the first evaluation upon promotion.

六、本處專任教師依本要點評量未獲通過者,於次一年起不予以晉薪且不得申請休假研究、借調、在外兼職兼課,被評量不通過人員一年後可申請辦理再評量,自再評量通過之次年起恢復晉薪,並得依規定申請休假研究、借調、在外兼職兼課。

6.     If a full-time faculty member of the Office fails to pass the evaluation in accordance with the Guidance, he or she will not receive a pay raise next year and cannot apply for vacation research, secondment, or commit to outside part time courses. One year after the evaluation failure, the faculty can apply for re-evaluation. They can then resume the pay raise and application for vacation research, secondment, and commit to outside part-time courses, as outline in the Guidance, one year after passing the re-evaluation. 

七、凡最近一次評量不通過者不得提出升等;不得延長服務年限;且不得擔任各級教評會委員,如為現任委員者,由候補委員遞補之。

7.     Any faculty member who fails the most recent evaluation is not eligible for promotion or extend the year of service. He or she shall also not serve as a member of the faculty evaluation committee. The person shall be replaced by a substitute member if he or she is the incumbent of the current member.

八、必須接受評量之教師,須提出相關資料接受審查。未提出者,以該年度未通過評量論。但當年度有留職留薪或留職停薪情形(休假研究、借調、出國講學或進修…)不在校致未能提出者,俟返校服務後順延辦理。

8.     Faculty who is subject to evaluation shall provide relevant documents for review. If not submitted, the person will be treated as failing to pass the evaluation. However, those who are on retention or leave without pay during the year (e.g., vacation studies, secondment, overseas visiting lecturer or attend continuing study) and cannot submit the documentation due to the aforementioned reason are eligible to be evaluated upon returning to the University.

九、應接受評量年數之計算,自本校教師評量要點開始實施之年度起算,不包括留職停薪期間,但借調期間折半計算。通過升等教師,依其升等後職稱,自該學年度起算其應接受評量年數。對應接受評量年數之計算有疑義時由人事室解釋。

9.     The determination of the year in which the faculty member is subject to be evaluated shall base on the year the Guidance is implemented, excluding the period of leave without pay, but including half of the period during the secondment. A faculty member who is promoted shall determine the year subject to be evaluated based on the year since the promotion. When there is a doubt regarding the year subject to be evaluated, one shall seek guidance from the Human Resource Department.

十、教師評審委員若為受評當事人,應迴避與自身評量有關之討論及議決。各次會議之召開均須達三分之二(含)以上委員出席,使得開議;經出席委員二分之一(含)以上同意始得決議。

10.   If a member of the faculty evaluation committee is the party to be assessed, he or she shall excuse from discussing and deciding his or her own evaluation. Each meeting is only valid in the presence of two-thirds (inclusive) members, and a resolution is valid only with the consent of at least half (inclusive) committee members who attend.

十一、本處教師評審委員會應於四月十五日前完成初審送非屬學院教師評審委員會辦理複審。

11.   The Office’s faculty evaluation committee shall complete the initial review by April 15 and submit it to non-academic college faculty evaluation committee for the secondary review.

十二、受評審教師對初審結果不服者,得向非屬學院教師評審委員會提出書面申復;對復審結果不服者,得向校教師評審委員會提出書面申請。對申復結果不服者,得向校教師申訴委員會提出書面申請。

12.   If a faculty member is unsatisfied with the results of the initial review, he or she shall submit a written appeal to the non-academic college faculty evaluation committee. If unsatisfied with the secondary review result, a written appeal shall be submitted to the University faculty evaluation committee. A written application can be filed to the University’s faculty appeals board for those who are not satisfied with the results of the appeal.

十三、本要點未盡事宜,悉依相關法規辦理。

13.   Please refer to other related regulations for any items not covers in the Guidance.

十四、本要點經本處教師評審委員會議通過後並經非屬學院審核,報請非屬學院教師評審委員會核轉校教師評審委員會核備後實施,修正時亦同。

14.   This Guidance is approved by the Office’s faculty evaluation committee and reviewed by the non-academic college faculty evaluation committee. The Guidance shall be taken into effect after further recommend by the non-academic college faculty evaluation committee and approval by the University’s faculty evaluation committee. Any subsequent amendments shall follow the same procedures.
