一、國立成功大學(以下簡稱本校)為招收優秀國際學生至本校就讀,提昇本校國際化,並整合國際化相關資源,特訂定本要點。

二、本要點適用對象,以碩士生與學士生為限。

三、本校優秀國際學生獎助學金經費來源如下:

(一)教育部補助款;

(二)本校校務基金;

(三)本校自籌收入。

四、本校優秀國際學生獎助學金總金額及獎助名額,得視當年各項經費收支情形及國際學生人數而彈性調整。

五、獎助期間:自註冊入學起,至畢業離校、休學或退學月止。但延長修業年限期間,不得申請獎助。

(一)碩士生:碩士班以二年為限。

(二)學士生:除醫學系及藥學系不得逾六年、建築系建築設計組不得逾五年外,餘以四年為限。

六、申請資格:

(一)碩士生:每名可獲得十二個月獎助生活費,每月最高新臺幣8,000元,並得核予減免學雜費及修讀學分費。

(二)學士生:

1.     新生:依該年度系所錄取之學士學位國際學生人數之比例計算,就讀學系錄取前20%以內者,可獲得十二個月獎助生活費,每月新臺幣15,000元;前20.01%至40%以內者,可獲得十二個月獎助生活費,每月新臺幣10,000元。

2.     舊生:前一學期學業平均成績達70分者,依下列排名核發。

(1)      班上排名前20%以內者,可獲得六個月獎助生活費,每月新臺幣15,000元。

(2)      班上排名前20.01%至40%以內者,或國際學生學業平均成績排名前40%者,可獲得六個月獎助生活費,每月新臺幣10,000元。

(三)學士生得申請減免在校住宿費,以當年度本校學生宿舍之最低收費標準為限。自動放棄入住或未於規定時間辦理登記住宿者,不得申請減免。

七、申請資格:

(一)新生:依本校「外國學生申請入學」方式申請者,本校招生委員會於審查入學資格時,同時核定其獎助。

(二)舊生:在本校就學一學年以上、具有正式學籍之國際學生,行為表現無不良紀錄,並符合下列規定:

1.   碩士生:前一學年至少須修得各系所規定畢業課程十五學分,學業平均成績達八十分以上。已修滿畢業學分者,須另提供指導教授推薦函及論文撰寫計畫。

2.   學士生:皆可提出申請,審查標準依照前點規定辦理。已修滿畢業學分者,須另提供系上教師之推薦函。

八、申請時間:

(一)新生:依本校「外國學生申請入學」時間辦理。

(二)舊生:

1.     碩士生:

(1)  秋季班入學者:於每年8月1日至8月30日前向各系所申請。

(2)  春季班入學者:於每年1月底至2月底前向各系所申請。

2.     學士生:每學年分上下兩學期申請,每年9月20日至10月20日與每年3月1日至3月30日前向國際事務處國際學生事務組申請。

九、申請資料:

(一)新生:依本校「外國學生申請入學」方式辦理。

(二)舊生:

1.     碩士生:備「申請表、前一學年之上下學期成績單、在學證明(至本校教務處註冊組申請)、有效期之居留證、郵局帳戶影本」,其他文件得視各系所之公告為主。

2.     學士生:備「申請表、前一學期具有就讀班級排名之正式成績單(向本校教務處註冊組申請)、在學證明(至本校教務處註冊組申請)、有效期之居留證、郵局帳戶影本」。

十、審核時間:

(一)碩士生:

1.     由系所進行初審獎助條件、資格及內容,送交國際事務處國際學生事務組複審。

2.     每次核定一學年,並須逐年審核。

(二)學士生:

1.         由國際事務處國際學生事務組進行審查。

2.         每學期重新申請審核。

十一、核予期間:

(一)碩士生:

1.     秋季班入學者:當年度9月至隔年度8月。

2.     春季班入學者:當年度2月至隔年度1月。

(二)學士生:

1.     新生:

(1)  秋季班入學者:當年度9月至隔年度8月。

(2)  春季班入學者:當年度2月至隔年度1月。

2.     舊生(指一年級後在校生):

(1)  第一學期:當年度9月至隔年度2月。

(2)  第二學期:當年度3月至8月。

十二、獎助原則:

(一)受獎生需於每學期完成註冊,並查驗居留證後,始得領取獎助學金。

(二) 受獎生如未在原系所繼續就讀完成學業,嗣後不得再以就讀其他系所,重新提出申請。但依本校研究生章程規定,核定轉讀系所者,於原獎助年限內,不在此限。

(三)受獎生如保留學籍,原核定獎助學金之資格即予取消。待復學之該學年度,於指定申請期間(依照本校「外國學生申請入學」時間)重新提出申請。

(四)受獎生註冊入學後,經查驗居留證持有「應聘」身分或簽證持有「工作」身分者,不得領取。

(五) 碩士受獎生減免學分費之獎助學分總數,以不超過各系所規定之畢業課程學分數為限。

(六) 因故休學、退學者或無故離校超過一個月以上者,應即停止核發獎助學金,但寒暑假期間,不在此限。

(七) 受獎生如因學習之需要,須赴國外擔任交換學生、短期研究者,出國期間停止核發,原獎助期間,不得展延。惟經指導教授及系所主管同意者,不在此限。

(八) 受領他國政府機關或機構獎學金之學生,得依本校與其政府機關之合約或協定,於原受獎期限屆滿後提出申請。

(九) 受獎生於獎助期間內,如有違反本校校規,受小過處分者,自處分確定後之次月,立即取消當學期已核定之獎助學金與次學期獎助申請資格。但經學校評估後,得以校園服務代替懲處者,於抵除後回復下一學期之獎助申請資格。受大過以上處分者,自處分確定後應即停止核發獎助學金並註銷其受獎資格。

十三、本獎助學金與本國政府各機關所提供之外國獎助學金不得重覆領取,違反者得撤銷獎助資格。若有溢領情事,一經查證屬實,應予繳回。

十四、本要點未盡事宜,悉依相關法令規定辦理。

 

本要點經主管會報及校務基金管理委員會通過後實施,修訂時亦同。

  1. National Cheng Kung University (hereinafter referred to as the University), in an effort to promote the recruitment of distinguished international students, raise its international profile, and continue its internationalization efforts, has enacted the following guidelines.
  2. The following guidelines are intended for, and limited to international undergraduate and master’s degree students.
  3. The sources of funding for this scholarship are as follows:

a. Subsidies from the Ministry of Education;

b. The University Endowment Fund;

c. Funding from the University.

  1. The number of scholarships awarded is subject to adjustment, depending on the total number of international students as well as the funds available for the current academic year.
  2. Scholarship Time Frame: From enrollment until the month of graduation, withdrawal and/or suspension. Students who extend their study period will no longer be eligible to apply for this scholarship.

a. Master’s degree students: Two year limit 

b. Undergraduate degree students: Limited to six years for the Department of Medicine and Department of Pharmacy, five years for the Department of Architecture (design division), and four years for all other majors

  1. Application Requirements: 

a. Master’s degree students: Each applicant may receive twelve months of living expenses limited to at most NTD 8,000 a month, as well as a waiver for tuition and course credit fees.

b. Undergraduate degree students:

1) New students: Calculated based on the total number of international students accepted to the major in question for that school year, the top 20% may be granted twelve months of living expenses, each monthly stipend totaling NTD 15,000; the next 20% (i.e., 20.01% to 40%) may be granted twelve months of living expenses, each monthly stipend totaling NTD 10,000.

2)Continuing students: Those who attain an average academic score of at least 70 will receive stipends according to the following guidelines:

a) Those who place within the top 20% of their class may receive six months of living expenses, each monthly stipend totaling NTD 15,000.

b) Those who place within the top 40% (i.e., 20.01% to 40%) of their class, or international students whose average academic scores are within the top 40% may receive six months of living expenses, each monthly stipend totaling NTD 10,000.

c. Undergraduate degree students may apply for a waiver of on-campus accommodation fees, which will be limited to the lowest fee amount for that year’s on-campus accommodations. Those who relinquish their on-campus accommodations, or fail to apply for such accommodations within the specified time period, will not be allowed to apply for this waiver of accommodation fees.

  1. Application Eligibility:

a. New students: The University Admissions Committee will evaluate applicants who apply in accordance with the regulations stated in the “NCKU Guidelines for International Student Admission Applications” and assess their scholarship offers accordingly.

b. Continuing students: Applicants must be officially enrolled as international students, have completed at least one year of academic study without any official record of misconduct, and must comply with the following regulations in order to be eligible:

1) Master’s degree students: Must have received a minimum of 15 required course credits towards graduation in the preceding academic year, with an average grade of 80 or above. For those who have met the required amount of course credits for graduation, a recommendation letter from an advisor and thesis/dissertation proposal must also be submitted.

2) Undergraduate degree students: All undergraduate students are eligible for application. Applications will be evaluated according to the relevant requirements listed in Part 6 above. For those who have met the required amount of course credits for graduation, a recommendation from a professor from the relevant department must be submitted.

  1. Application Period: 

a. New students: Please refer to the “NCKU Guidelines for International Student Admission Applications.”

b. Continuing students:

1) Master’s degree students

a) Those admitted in the fall semester are entitled to submit an annual scholarship application to their respective departments during the period of August 1 to 30. 

b) Those admitted in the spring semester are entitled to submit an annual scholarship application to their respective departments during the period from the end of January to the end of February.

2) Undergraduate degree students: Undergraduate students are entitled to submit a scholarship application to their respective departments for each semester in an academic year, with the application period from September 20 to October 20 set for the fall semester, and from March 1 to March 30 set for the spring semester.

  1. Admission Materials:

a. New students: Please refer to the “NCKU Guidelines for International Student Admission Applications.”

b. Continuing students:

1) Master’s degree students: A completed application form, an official transcript of the previous year of study, an official study certificate (obtained from the Registrar Division), a copy of a valid Alien Resident Certificate (ARC), a copy of the Post Office bank account passbook cover, and any other documents that may be required by a student’s department must be provided.

2) Undergraduate degree students: A completed application form, an official transcript for the preceding semester with class ranking from the Registrar Division, an official study certificate (obtained from the Registrar Division), a copy of a valid ARC card, and a copy of the Post Office bank account passbook cover must be provided.

  1. Review Period: 

a. Master’s degree students:

1) The scholarship period is for one academic year.

2) The evaluation will be conducted on a yearly basis, with the entire school year being evaluated.

b. Undergraduate degree students:

1) Evaluated by the International Student Affairs Division of the Office of International Affairs.

2) Must reapply each semester for evaluation.

  1. Scholarship Period:

a. Master’s degree students:

1) Fall semester admissions: From September to the following August

2) Spring semester admissions: From February to the following January

b. Undergraduate degree students:

1) New students:

a) Fall semester admissions: From September to the following August.

b) Spring semester admissions: From February to the following January.

b. Continuing students (referring to students who are continuing from freshman year):

1) First semester: From September to the following February.

2) Second semester: From March to August.

  1. Conditions for Receiving a Scholarship: 

a. Approved recipients are required to be officially enrolled and have completed the ARC verification in order to receive the granted scholarship every semester.

b. Approved recipients who do not continue their studies in their original department may not apply for another scholarship from the new department. However, according to the school’s charter for graduate students, approved transfer students to different departments are not subject to this clause.

c. If the recipient defers his/her admission once admitted, rights to the original approved scholarship will be deemed null and void. When returning to school, a new scholarship application may be submitted for the relevant school year, according to the application period outlined in the “NCKU Guidelines for International Student Admission Applications.”

d. After being officially enrolled, recipients who are identified as having employment status on their ARC or who hold a work visa are not entitled to receive the scholarship. 

e. The total amount of course credits waived for Master’s degree students shall not exceed the sum for the minimum number of course credits required for the recipient to graduate from his/her respective department.

f. Recipients who suspend their studies through an official leave of absence, drop out from school, or leave without warning for over one month will have their stipends halted immediately and their qualifications for receiving their scholarships cancelled. However, this does not apply during summer or winter vacation.

g. Recipients who travel overseas to participate in any student exchange program or any short-term research project will not receive any portion of their scholarships during their overseas stay. The duration of the original scholarship will not be extended to account for this overseas absence from the University. The only exception to this will be with approval from an advisor as well as department management.

h. Students who receive stipends from other governmental organizations/institutions are entitled to apply for University scholarships, once the period of the previous awards has been completed.

i. Regarding violations of school regulations, recipients who are disciplined with a penalty of more than a minor demerit will immediately have their monthly stipend cancelled for the rest of the semester, starting from the month after the penalty is officially confirmed. Their eligibility to apply for a scholarship will also be revoked for the following semester. Should the penalty be commuted into campus service following a resolution by the University administration, after the service is completed, their eligibility to apply for a scholarship will be resumed for the following semester. Recipients who are disciplined with a penalty of more than a major demerit will immediately have their monthly stipend cancelled for the rest of the semester, once the penalty is officially confirmed. Meanwhile, their eligibility to apply for any scholarship will be completely revoked.

  1. Those who receive scholarships or grants for international students offered by Taiwanese governmental agencies are not eligible to receive this scholarship. Any recipients of this scholarship found to be acting in violation of this rule will be disqualified from receiving this scholarship, and must return the funds they have already received.
  2. Matters that are not covered by the guidelines indicated here shall be administered according to the relevant regulations.
  3. These guideline and their revisions in effect are subject to the approval of the Administrative Council meetings.

*These guidelines are enacted in Chinese, which shall prevail in case of any discrepancy between the English translation and the original Chinese version.
