一、為因應校務發展需要,提昇教學品質及學術研究水準,以追求學術卓越與強化國際競爭力,特依國立大學校院校務基

       金管理及監督辦法第八條及第九條規定,訂定本原則。

1. In response to university development needs and with the aim of improving the teaching quality and academic research

    standards in order to achieve academic excellence and strengthen international competitiveness, Articles 8 and 9 of the

    National University Endowment Fund Management and Supervision Regulation were followed in the establishment of these

    directions.

二、本原則之經費來源如下:

       (一)學雜費收入。

       (二)推廣教育收入。

       (三)產學合作收入。

       (四)政府科研補助或委託辦理之收入。

       (五)場地設備管理收入。

       (六)受贈收入。

       (七)投資取得之收益。

       (八)權利金相關收入。

       (九)招生相關收入。

       (十)其他雜項收入。

2. Sources of funding stated in these directions are as follows:
    (1) Income from tuition and other fees
    (2) Income from continuing education
    (3) Income from academia–industry cooperation
    (4) Income from government subsidies for scientific research or from government commissions
    (5) Site facility management income
    (6) Donation income
    (7) Investment income

    (8) Royalty income
    (9) Student recruitment income
    (10) Other income.

三、本原則支應對象如下:

       (一)編制內人員:指教師、研究人員、專任運動教練與比照教師之專業技術人員。

       (二)編制外人員:指契約進用之各類人員。

       (三)編制內行政人員:指辦理自籌收入業務有績效之編制內行政人員。

3. The payment receivers in these directions are as follows:
    (1)Permanent staff: Teachers, researchers, professional sports coaches, and professional technicians whose roles

         are comparable to those of teachers.
    (2)Contracted staff: Contractors in various fields.
    (3)Permanent administrative personnel: Permanent administrative personnel who have demonstrated   

         excellent performance in generating self-generated income for the University.

四、編制內人員本薪(年功薪)與加給之以外給與支給項目如下:

       (一)講座教授獎助金。

       (二)特聘教授獎助金。

       (三)兼任非編制之行政或學術職務工作酬勞。

       (四)特殊任務編組之委員會委員。

       (五)接受本校委託辦理專題研究之報酬。

       (六)持有技術股票作價之報酬。

       (七)學術研究活動及獎勵。

       (八)教學、服務、輔導獎勵。

       (九)產學合作或技術移轉成果特優獎勵。

       (十)行政革新績效卓著獎勵。

       (十一)產學合作專案主持人研究費。

       (十二)推廣教育及兼辦專班之主持人及相關工作人員津貼。

       (十三)導師費。

       (十四)推廣教育及專班教師鐘點費。

       (十五)學生活動或競賽指導費。

       (十六)績效酬勞。

       (十七)其他經校務基金管理委員會審核同意之給與。

       前項各款應另訂支給基準,包含支給額度、條件、方式及考核標準,並經校務基金管理委員會(以下簡稱管理委員

       會)審議通過後執行。

4. Incentives other than base salary (seniority pay) and additional pay for permanent staff are as follows:
    (1) Chair professor grant
    (2) Distinguished professor grant
    (3) Work compensation for taking on an additional administration or academic post that is adjunct
    (4) Reward for serving as committee members who organize special tasks
    (5) Reward for conducting special research at the University’s commission
    (6) Reward for owning technology stocks
    (7) Reward for academic research activities
    (8) Reward for providing teaching, services, or counseling
    (9) Reward for outstanding results from academia–industry cooperation or technology transfer
    (10) Reward for outstanding results in innovating administration
    (11) Project manager research bonus for special academia–industry cooperation projects
    (12) Bonus for working in continuing education as well as teaching special courses
    (13) Homeroom teacher bonus
    (14) Hourly fee for continuing education and special course teachers

    (15) Coaching bonus for student activities or competitions
    (16) Performance rewards
    (17) Other financial provisions that have been reviewed and approved by the Endowment Fund Management Committee.
    The detail regulations of payments mentioned in each subparagraph of the previous paragraph shall be provided elsewhere,

    including the payment amount, conditions, methods, and evaluation standards, which will be reviewed and approved by the

    Endowment Fund Management Committee (hereafter the Management Committee) before implementation.

五、編制外人員人事費支給項目如下:

       (一)國內、外傑出學者人事費。

       (二)專案教學人員人事費。

       (三)專案研究人員人事費。

       (四)專案經理人人事費。

       (五)專業經理人人事費。

       (六)專案工作人員人事費。

       (七)兼任專家及顧問報酬。

       (八)博士後研究人員人事費。

       (九)工讀金。

       (十)其他短期臨時人員人事費。

       (十一)外聘人員在職專班、推廣教育之教師鐘點費。

       (十二)產學合作專案主持人研究費。

       (十三)績效酬勞。

       (十四)其他經管理委員會審核同意之給與。

       前項各款應另訂支給基準,包含支給額度、條件、方式及考核標準,並經管理委員會審議通過後執行。

5. Personnel expense payment items for contracted staff
    (1) Outstanding domestic and foreign scholar personnel expenses
    (2) Special project teaching faculty personnel expenses
    (3) Special research project personnel expenses
    (4) Project manager personnel expenses
    (5) Professional manager personnel expenses
    (6) Project worker personnel expenses
    (7) Adjunct expert and consultant rewards
    (8) Post-doctoral researcher personnel expenses
    (9) Part-time student remuneration
    (10) Other short-term temporary personnel expenses
    (11) Hourly fee granted to extramural teachers for in-service education and continuing education programs
    (12) Principal manager’s research bonus for industry–academia cooperation
    (13) Performance reward
    (14) Other financial provisions that have been reviewed and approved by the Management Committee.
    The detailed regulations of payments mentioned in each subparagraph of the previous paragraph shall be provided elsewhere,

    including the payment amount, conditions, methods, and evaluation standards, and be reviewed and approved by the

    Management Committee before implementation.

六、辦理校務基金自籌收入業務有績效之編制內行政人員,得支給工作酬勞。另編制外人員績效之工作酬勞,亦得支給。

       前項應另訂支給基準,包含支給額度、條件、方式及考核標準,並經管理委員會審議通過後執行。

6. Permanent administrative personnel who have provided endowment fund self-generated income through outstanding

    performance may be paid a work reward. This work reward may also be paid for the outstanding performance of contracted

    staff.
    The detail regulations of payments mentioned in the previous paragraph should be provided elsewhere, including payment

    amount, conditions, methods, and evaluation standards, and be reviewed and approved by the Management Committee before

    implementation.

七、以自籌收入支應本原則規範之人事費,其合計總數應以最近年度決算自籌收入百分之五十為限。編制內行政人員辦理

       自籌收入業務有績效之工作酬勞,每月給與總額以不超過其專業加給或學術研究費百分之六十為限,並不限於現金支

       給;編制外行政人員辦理自籌收入業務有績效之工作酬勞,每月給與總額以不超過本人薪給百分之三十為限,並不限

       於現金支給。

7. The total amount of personnel expenses regulated by these directions covered by self-generated income shall not exceed 50%

    of the recent annual final account of self-generated income. For permanent administrative personnel receiving a bonus for

    contributing self-generated income because of outstanding performance, their monthly total work rewards, which is not

    restricted to cash payments, shall not exceed 60% of their professional bonuses or academic research rewards. For contracted

    administrative personnel receiving a rewards for contributing self-generated income because of outstanding performance, their

    monthly total work rewards, which is not restricted to cash payments, shall not exceed 30% of their basic salary.

八、本原則如有未盡事宜,悉依相關規定辦理。

8. Matters not covered by these directions shall be managed in accordance with relevant regulations.

九、本原則經管理委員會通過,報教育部備查後實施,修正時亦同。

9. These directions shall be implemented upon approval by the Management Committee and being reported to the Ministry of

    Education for reference. Any amendments shall be processed accordingly.
